A Legacy Rooted in Vancouver Island

Our story began in 1887, when Pemberton Holmes first opened its doors with a commitment to serving the communities of Vancouver Island. For over five generations, we’ve grown alongside the people who live here — adapting, evolving, and building a reputation founded on trust, integrity, and local expertise.

1851
The Beginning
Our history starts with Joseph Despard Pemberton. After a four-month long journey, Pemberton arrived at Vancouver Island by canoe in 1851 and moved into the wooden palisaded Fort Victoria to take up his Hudson’s Bay Company appointment as Surveyor for Vancouver’s Island. He was to play an integral part in the development of the area, laying out Victoria’s town site, surveying from Sooke to Nanaimo. After his time as a surveyor, Pemberton became a member of the first Legislative Assembly.

Pemberton & Son
In 1887, Joseph Pemberton and his eldest son Frederick Bernard Pemberton (Fred) opened the firm of Pemberton & Son – Engineers, Surveyors, and Real Estate Agents. After a year in business, they opened their office on Fort Street. The firm, which was engaged in mortgages, property management and insurance, was eventually taken over by Fred in 1893 following his father’s death. Fred would go on to successfully lead the firm through the First World War and the early years of the Depression.

Pemberton Holmes
In 1917 Cuthbert Holmes, whose family were also early Victoria settlers, married Phillippa Pemberton while he was on leave from active duty in France. In 1920, Cuthbert joined his father-in-law, Fred Pemberton, in Pemberton & Son. After assuming its presidency in 1933, he changed the firm’s name to Pemberton Holmes. On Cuthbert’s retirement in 1967, his son Philip (“Pip”) Holmes took over as President and was joined in due course by his two brothers Desmond and Vincent, and later still Desmond’s son Richard.

1945
A Century of Service
Pip Holmes, who joined the organization in 1945 and became president in 1965, carried the banner as chairman of the Provincial Capital Commission and vice-chairman of University of Victoria’s board of governors. Along with his father, Pip also headed the Victoria Real Estate Board. As president of the Paris-based International Real Estate Federation from 1975 to 1977, Holmes was the youngest person and first Canadian elected to that office. Following in his ancestor’s footsteps, Pip was also heavily involved in the community, particularly through the preservation of farmland.

Historical Stewardship
Richard started with Pemberton Holmes in 1978, and shortly thereafter headed up the Pemberton Holmes mortgage department before becoming one of Victoria’s principal commercial brokers. He is one of Victoria’s leading restorers of Heritage office buildings, has been on the board of directors of Pemberton Holmes since 2003 and is President of Pemberton and Son Ltd, the family real estate holding arm since 1998. Richard was the principal fundraiser and organizer for the Sanscha Community Cultural Centre and Hall in Sidney.

1988
Leadership in Diversification
After his retirement in 1988, Pip’s nephew, Phil, took over as president. During his Presidency, Phil, working with long-time Real Estate Manager Brian McQuarrie, relocated Pemberton Holmes’ Head Office from its traditional downtown location on Government Street to Cloverdale Avenue in Saanich to allow for ease of access for brokers and clients alike. He also focused on building up the Insurance arm of the company by purchasing Harbord Insurance, which has since grown to become one of Victoria’s leading insurance brokers.
2003
Tradition Meets the New Millennium
After studying economics and law at UVIC, Michael Holmes joined Jones Emery as an articling student and eventually a partner practicing mainly in the areas of real estate and business law. Mike co-founded and is President of the Canadian Rugby Foundation and a member of the UVIC Sports Hall of Fame. In 2003, he started his second career as a managing broker and business owner, purchasing Pemberton Holmes from his cousin Phil. Mike continues the traditions created by his predecessors, maintaining the “quiet and strict commercial principles” that the company was founded on.
